Learn About Getting a Handicap Parking Permit in New Jersey
Understanding New Jersey's Handicap Parking Permit System
New Jersey offers a parking permit program designed to help people with disabilities find convenient parking spaces. The state recognizes that mobility challenges can make parking and walking difficult, so it created a system that allows people with qualifying conditions to use specially marked accessible parking spaces. These spaces are located near building entrances and have extra room to accommodate wheelchairs, walkers, and other mobility devices.

The New Jersey Motor Vehicle Commission (MVC) administers this program. The state issues two types of permits: permanent permits for people with long-term disabilities and temporary permits for people recovering from injuries or illnesses. Both types display a distinctive symbol—either a wheelchair or the international symbol of accessibility—that tells parking enforcement officers the vehicle is authorized to use accessible spaces.
Understanding how this system works matters because using an accessible space without proper authorization can result in fines ranging from $250 to $500. At the same time, many people who could benefit from the permit don't realize they might be candidates. The permit process involves working with your healthcare provider and the New Jersey MVC, which means gathering specific medical documentation and submitting it through official channels.
The rules about where permits can be used matter too. In New Jersey, valid permits allow parking in designated accessible spaces at public facilities, private businesses, parking lots, and street parking where applicable. However, a permit doesn't guarantee a space will be available—it only allows you to use spaces designated for people with disabilities. Some spaces may be reserved for specific uses, such as van-accessible spaces with extra room for wheelchair lifts.
Practical takeaway: Learn the difference between temporary and permanent permits before gathering your documentation, as the requirements and renewal schedules differ significantly.
Medical Conditions That May Support a Permit Request
New Jersey recognizes many medical conditions as reasons for a handicap parking permit. The state doesn't maintain a specific list of approved conditions. Instead, the determination depends on whether a healthcare provider believes the person has a mobility impairment that substantially limits walking or the ability to move around independently. This approach means different people with the same diagnosis may have different experiences with the permit process, depending on how the condition affects their individual functioning.

Conditions commonly associated with permit requests include arthritis, which can make walking painful or limited; heart or lung diseases that cause shortness of breath with exertion; diabetes with complications affecting circulation or wound healing; Parkinson's disease and other neurological conditions affecting movement; spinal cord injuries; cerebral palsy; multiple sclerosis; cancer, especially during active treatment; severe obesity when it limits walking; and stroke or traumatic brain injury with lasting effects on mobility. People recovering from surgery or serious injuries may also be candidates for temporary permits while they heal.
What matters most to the New Jersey MVC is not the specific diagnosis but rather how the condition affects daily functioning. A person might have a diagnosis that doesn't necessarily limit their walking, or a serious condition that doesn't affect their ability to walk significant distances. The permit system focuses on functional limitations rather than diagnoses. For example, someone with arthritis might have minimal pain with walking, while someone else with arthritis might experience severe pain after walking just a short distance. The second person would be more likely to support a permit request.
The healthcare provider completing the permit application must have direct knowledge of the person's condition and functional limitations. They might be a physician, nurse practitioner, physician assistant, podiatrist, or other licensed healthcare provider. Importantly, the provider must have examined the person relatively recently—not based on old records alone. This ensures the permit reflects the person's current functional status rather than past medical history.
Practical takeaway: Schedule an appointment with a healthcare provider who knows your current condition and can speak to how it affects your walking and mobility in daily life.
Required Documentation and Medical Forms
The New Jersey MVC requires specific paperwork to process a handicap parking permit request. The main document is the application form, officially called the "Application for Person with Disability Parking Permit." This form includes sections for the applicant's personal information, vehicle information, and medical details. The form asks about the type of disability, whether the permit should be permanent or temporary, and includes a section for the healthcare provider to complete.

The healthcare provider section is critical. The provider must sign and certify that they have examined the person and that the person has a physical or mental impairment that substantially limits one or more major life activities, including walking. For temporary permits, the provider must also indicate the expected duration of the disability. Some providers use their own letterhead and additional documentation beyond the MVC form, which is acceptable as long as the information is complete and comes directly from the provider.
You'll also need your driver's license or state identification card, vehicle registration, and proof of ownership or authorization to use the vehicle if you don't own it. If someone else sometimes parks the vehicle in your name, you may need documentation showing your permission. The MVC requires these documents to ensure the permit goes to the correct person and vehicle.
For temporary permits, the provider should include a specific end date or duration. For example, a provider might write "temporary permit for six months following knee surgery" rather than leaving it vague. This helps both the MVC and the applicant track when renewal or conversion to a permanent permit might be needed. If a temporary condition improves before the permit expires, you should notify the MVC to return the permit.
Some people submit applications in person at an MVC office, while others use mail or online submission options. Checking the current New Jersey MVC website or calling their customer service line helps you understand which submission method is available and whether your healthcare provider can submit their portion electronically or must include original signatures.
Practical takeaway: Gather all required documents before scheduling a provider appointment so you can complete everything efficiently in one visit.
The Application Process and What to Expect
The actual process of requesting a handicap parking permit in New Jersey involves several steps. First, you obtain the application form from the New Jersey MVC website or by visiting an MVC office. Some people receive the form through mail if they call to request it. Next, you schedule an appointment with a healthcare provider who can complete the medical portion. During this appointment, be prepared to discuss how your condition affects your ability to walk and function in daily life. The provider will examine you or review your current medical status and then complete their section of the form.

After the healthcare provider signs the form, you have a few options for submitting it to the MVC. You can mail the completed application with all supporting documents to the address listed on the form. You can visit an MVC office in person and submit the application directly. Some MVC locations may accept applications by email if sent to an official address. Processing times vary depending on the submission method and current MVC workload. Mail submissions typically take longer than in-person submissions.
When the MVC receives your application, they review it to ensure all required information is complete. If something is missing or unclear, they may contact you to request additional documentation. This is normal and not a reflection on your request. It simply means the form needs clarification to move forward. Responding quickly to such requests helps speed up the process.
If your application is approved, the MVC will issue your permit. Permanent permits are valid for five years, while temporary permits are valid for the duration specified by your healthcare provider, typically six months to two years. When you receive your permit, it comes with instructions on how to display it. Some permits hang from your rearview mirror, while others are dashboard placards. Following the display instructions matters because parking enforcement officers need to see the permit clearly to know your vehicle is authorized.
If your application is denied, the MVC will send a letter explaining the reason. Common reasons include incomplete medical documentation or a determination that the stated condition doesn't substantially limit walking. If you believe a denial was made in error, you may have the option to resubmit with additional medical information or request reconsideration.
Practical takeaway: Keep copies of everything you submit and note the submission date so you can follow up if you don't hear back within the expected timeframe.
Permit Renewal, Expiration, and Updating Your Information
Understanding permit expiration and renewal helps you avoid losing access to accessible parking. As mentioned, permanent permits last five years, while temporary permits vary based on the healthcare provider's recommendation. About 60 days before your permit expires, it's wise to check the expiration date on your permit and begin thinking about renewal if needed.
